Uma solução apontada para esta crescente desconfiança refere a necessidade de conseguir uma melhoria da classe política nacional. Contudo, tal diagnóstico ignora a escolha entre valores que a democracia implica. Este artigo sugere a ‘nova governação’ como podendo responder a este afastamento, na medida em que o conceito de governance reconhece a relação de dependência de poder que existe entre todos aqueles que intervêm na acção colectiva - incluindo os cidadãos, numa cidadania que tem não apenas direitos mas também responsabilidades (Stoker, 1998: 21-22). Tal parece ser particularmente relevante no contexto do crescente esvazimento do Estado e dos seus poderes que se assiste actualmente.]]></p></abstract>
<abstract abstract-type="short" xml:lang="en"><p><![CDATA[A pattern of declining trust of citizens in their political agents is perceptible in Portugal - a reflection also of the sentiments of political inefficacy of citizens. One of the solutions advanced for this recently is the need for a better political class. However, this ignores the choice in values that democracy implies. This article suggests the concept of governance as providing useful pointers to this pattern, to the extent that it recognises the dependency of power that exists between all those that intervene in collective action - including citizens, in a citizenship with both rights and responsibilities (Stoker, 1998: 21-22). This appears to be particularly relevant in the current context of a ‘hollowing-out’ of the State.]]></p></abstract>
