<self-uri xlink:href="http://scielo.pt/scielo.php?script=sci_arttext&amp;pid=S2182-12672022000100035&amp;lng=en&amp;nrm=iso"></self-uri><self-uri xlink:href="http://scielo.pt/scielo.php?script=sci_abstract&amp;pid=S2182-12672022000100035&amp;lng=en&amp;nrm=iso"></self-uri><self-uri xlink:href="http://scielo.pt/scielo.php?script=sci_pdf&amp;pid=S2182-12672022000100035&amp;lng=en&amp;nrm=iso"></self-uri><abstract abstract-type="short" xml:lang="pt"><p><![CDATA[RESUMO O presente artigo enquadra-se numa linha de investigação intitulada &#8220;Instrumentos de gestão do território&#8221; na qual se procura analisar a utilização e valoração, pelos municípios, de instrumentos como o Plano Diretor Municipal (PDM), a Carta Educativa (CE), os Planos Municipais de Proteção Civil e, ainda, a identificação dos instrumentos de participação existentes nos diferentes municípios. No caso presente, procuramos conhecer práticas e perceções sobre as Cartas Educativas através da análise de 44 Cartas Educativas e da realização de entrevistas a responsáveis municipais sobre este instrumento de gestão do território. Os dados recolhidos apontam no sentido de que apesar da explicitação sobre a importância deste documento o mesmo se apresenta, em muitos municípios, completamente desatualizado e, provavelmente, sem qualquer utilidade. Parece haver, atualmente, uma perspetiva de que a mesma deve contemplar outras dinâmicas educativas que não exclusivamente as da educação formal e ser fundamental contemplar a sua ligação a outros instrumentos de gestão do território no sentido de uma efetiva implementação de políticas educativas municipais tendo em conta uma visão territorial integrada.]]></p></abstract>
<abstract abstract-type="short" xml:lang="en"><p><![CDATA[ABSTRACT This article is the second in a line of research entitled "Instruments for territorial management", which seeks to analyse the use and valuation, by municipalities, of instruments such as the Municipal Master Plan (MP), the Educational Charter (EC), the Municipal Civil Protection Plans and also the identification of existing participation instruments in the different municipalities. In the present case, we seek to know practices and perceptions about the Educational Charter through the analysis of 44 Educational Charters and by conducting interviews with municipal representatives about this instrument for territorial management. The data collected indicate that, despite the explanation about the importance of this document, it is, in many municipalities, completely out of date and, probably, of no use. There seems to be, currently, a perspective that it should contemplate other educational dynamics than those of formal education and that it is essential to contemplate its connection to other territorial management instruments in the sense of an effective implementation of municipal educational policies considering an integrated territorial vision.]]></p></abstract>
