Neste sentido, analisa, primeiramente, a incorporação dos termos empoderamento (empowerment) e apropriação local (ownership) na agenda internacional e a sua conceção eminentemente apolítica e técnica. Paralelamente, nota a paradoxal ausência do tratamento do conceito de cidadania no espectro destas agendas, em especial no âmbito da (re)construção de Estados (statebuilding). Considerando as críticas relativas ao primeiro tema e a ausência de debate em relação ao segundo, o artigo propõe a repolitização dos conceitos de empoderamento e cidadania e a sua utilização analítica conjunta, a fim de resgatar a importante dimensão das dinâmicas de poder existentes não apenas entre os níveis interno e externo, discussão presente na maioria das análises sobre intervenção, mas também a nível interno, uma vez que aqui reside a base de sustentabilidade da paz a longo prazo.]]></p></abstract>

It begins by analyzing the inclusion of the concepts of local empowerment and ownership in the international agenda, identifying their highly apolitical and technical conceptualization. Secondly, taking into account the state-building premises underlying these reforms, it stresses the paradoxical absence of any concept of citizenship within these agendas. Taking a critical stand on these issues, the article proposes a re-politicization of the concepts of empowerment and citizenship and their combined use in analysis, in order to restore the important dimension of power dynamics which exist not only within the local/international divide - a frequently discussed topic - but also internally within states emerging from war, given that this forms the basis for sustainable long-term peace.]]></p></abstract>
<abstract abstract-type="short" xml:lang="fr"><p><![CDATA[L’article aborde de façon critique l’emphase donnée au ‘local’ dans les agendas de construction de la paix et du développement. Dans ce sens, il analyse en premier lieu l’incorporation des termes empowerment et appropriation locale (ownership) dans l’agenda international et leur conception éminemment apolitique et technique. Parallèlement, il souligne l’absence paradoxale du traitement de concept de citoyenneté dans le spectre de ces agendas, en particulier dans le cadre de la (re)construction d’États (statebuilding). En tenant compte des critiques ayant trait au premier thème et de l’absence de débat en ce qui concerne le second, l’article propose la repolitilisation des concepts d’empowerment et de citoyenneté et leur utilisation analytique conjointement, afin de rétablir la dimension importante des dynamiques de pouvoir qui existent, non seulement entre les niveaux internes et externes, discussion qui est présente dans la plupart des analyses portant sur l’intervention, mais aussi au niveau interne, puisque c’est là que réside la base de la durabilité de la paix à long terme.]]></p></abstract>

<body><![CDATA[<p>&nbsp;</p>     <p><b>Introdu&ccedil;&atilde;o</p></b>     <p>Nos &uacute;ltimos vinte anos, as agendas internacionais da paz e do desenvolvimento em contextos de p&oacute;s-guerra t&ecirc;m progressivamente incorporado a preocupa&ccedil;&atilde;o com a inclus&atilde;o dos agentes locais na defini&ccedil;&atilde;o e implementa&ccedil;&atilde;o das pol&iacute;ticas que ir&atilde;o conformar as bases do novo Estado. Esta &ecirc;nfase no local (<i>local turn</i>) (Mac Ginty e Richmond, 2013) pode ser percebida de duas formas: de um lado, observa-se a mudan&ccedil;a no discurso e em algumas pr&aacute;ticas das ag&ecirc;ncias intervenientes, utilizados como mecanismos de legitima&ccedil;&atilde;o destas interven&ccedil;&otilde;es. De outro lado, observa-se a cr&iacute;tica a estas pr&aacute;ticas por parte de quem as exerce e de acad&eacute;micos, particularmente no que toca &agrave; sua verticalidade.</p>     <p>O presente artigo discute esta mudan&ccedil;a, analisando criticamente o discurso que a sustenta e suas contradi&ccedil;&otilde;es. Assim, analisa, primeiramente, a mudan&ccedil;a terminol&oacute;gica no discurso internacional, enfatizando dois conceitos – apropria&ccedil;&atilde;o local (<i>ownership)</i> e empoderamento(<i>empowerment</i>). Em seguida, discute a aus&ecirc;ncia da <i>cidadania</i> nestes discursos, face ao seu papel na (re)constru&ccedil;&atilde;o do Estado. Neste sentido, o artigo prop&otilde;e o resgate da cidadania como elemento fundamentalmente ligado ao empoderamento e necess&aacute;rio para a sustentabilidade dos processos de consolida&ccedil;&atilde;o da paz (<i>peacebuilding</i>) a longo prazo.</p>     <p>O argumento apresentado &eacute; que a &ecirc;nfase local do discurso oficial tem sido limitada pela forma como os conceitos s&atilde;o definidos, enfatizando o processo participativo e a cria&ccedil;&atilde;o de ‘espa&ccedil;os convidados’, previamente definidos pelos atores intervenientes e com efeito reduzido no desenvolvimento da cidadania. Apesar disto, esta mudan&ccedil;a discursiva tamb&eacute;m oferece uma oportunidade para repensar estes espa&ccedil;os, tendo como ponto de partida os pr&oacute;prios conceitos de apropria&ccedil;&atilde;oe empoderamento local. Ao repensar estes conceitos, e ao incluir a preocupa&ccedil;&atilde;o com quest&otilde;es de poder (inclusivamente no &acirc;mbito interno) na sua discuss&atilde;o, permite uma expans&atilde;o do entendimento dos espa&ccedil;os participativos, de forma a incluir tamb&eacute;m ‘espa&ccedil;os reivindicados’. Esta perspetiva expandida, ao incluir quest&otilde;es de poder, oferece um cen&aacute;rio mais realista sobre a geometria do conflito e da paz, ampliando assim a compreens&atilde;o acerca dos espa&ccedil;os de interven&ccedil;&atilde;o e suas possibilidades de sucesso, bem como retomando a centralidade da cidadania nestes cen&aacute;rios.</p>     <p>&nbsp;</p>     <p><b>1. O ‘local’ na agenda da consolida&ccedil;&atilde;o da paz</p></b>     <p>Desde meados da d&eacute;cada de 1990, a preocupa&ccedil;&atilde;o com a legitimidade das interven&ccedil;&otilde;es internacionais – seja no &acirc;mbito de desenvolvimento, seja no &acirc;mbito das interven&ccedil;&otilde;es de paz – foi-se relacionando progressivamente com a dimens&atilde;o da aceita&ccedil;&atilde;o e inclus&atilde;o do n&iacute;vel ‘local’ na decis&atilde;o e implementa&ccedil;&atilde;o de pol&iacute;ticas (Ramsbotham<i> et al.</i>, 2011; Donais, 2012; Richmond, 2012). Termos como <i>apropria&ccedil;&atilde;o, empoderamento </i>e <i>participa&ccedil;&atilde;o </i>entraram nos discursos de decisores pol&iacute;ticos e acad&eacute;micos, consolidando uma nova forma de olhar para o local na agenda da constru&ccedil;&atilde;o da paz (Mac Ginty e Richmond, 2013). V&aacute;rios fatores contribu&iacute;ram para esta altera&ccedil;&atilde;o. No &acirc;mbito da defini&ccedil;&atilde;o de pol&iacute;ticas da agenda de desenvolvimento, o reconhecimento do fracasso dos impositivos planos de ajustamento estrutural, desenhados pelo Fundo Monet&aacute;rio Internacional (FMI) e Banco Mundial (BM), em v&aacute;rios pa&iacute;ses em desenvolvimento na d&eacute;cada de 1980, e dos seus efeitos sociais negativos, foi um dos elementos que chamou a aten&ccedil;&atilde;o para a revis&atilde;o destes mecanismos (Friedmann, 1992; Rowlands, 1997). Ao mesmo tempo, a experi&ecirc;ncia com pr&aacute;ticas e metodologias participativas, influenciada por agendas mais radicais e inspiradas por movimentos sociais e populares (como o movimento feminista, a educa&ccedil;&atilde;o popular na Am&eacute;rica Latina) tamb&eacute;m influenciaram esta revis&atilde;o e a progressiva incorpora&ccedil;&atilde;o de abordagens ‘de baixo para cima’ (<i>bottom-up</i>) nas pr&aacute;ticas de desenvolvimento (Chambers, 1983; Friedmann, 1992; Cornwall e Brock, 2005; FRIDE, 2006; Pieterse, 2010).</p>     <p>No &acirc;mbito da agenda de seguran&ccedil;a, estes questionamentos surgiram um pouco mais tarde, seguindo em grande medida a tend&ecirc;ncia observada na esfera do desenvolvimento. De um lado, houve a reavalia&ccedil;&atilde;o de in&uacute;meras opera&ccedil;&otilde;es de paz e das respetivas limita&ccedil;&otilde;es na promo&ccedil;&atilde;o de uma situa&ccedil;&atilde;o de paz sustent&aacute;vel em pa&iacute;ses como a Som&aacute;lia, o Iraque e Angola (Krause e J&uuml;tersonke, 2006; Duffield, 2007; Donais, 2009; Francis, 2010). De outro lado, a emergente conex&atilde;o entre as agendas de seguran&ccedil;a e desenvolvimento, espelhadas nas pol&iacute;ticas de consolida&ccedil;&atilde;o da paz (Duffield, 2001), bem como o trabalho de v&aacute;rios atores com mecanismos de resolu&ccedil;&atilde;o de conflitos localmente mais integrados, resultaram na importa&ccedil;&atilde;o de conceitos do desenvolvimento para a agenda de paz e seguran&ccedil;a, incluindo o conceito de apropria&ccedil;&atilde;o local e empoderamento (Lederach, 1997; Francis, 2010; Ramsbotham<i> et al.</i>, 2011; Richmond, 2011; Donais, 2012; Richmond, 2012).</p>     <p>Na pr&aacute;tica, a inclus&atilde;o destes conceitos e suas implica&ccedil;&otilde;es para a defini&ccedil;&atilde;o de pol&iacute;ticas constituiu uma resposta a vozes mais cr&iacute;ticas e um esfor&ccedil;o no sentido de dar sustentabilidade &agrave;s reformas (Paris e Sisk, 2009; Mac Ginty, 2010). Com a prioridade dada &agrave; (re)constru&ccedil;&atilde;o de Estados, refor&ccedil;a-se uma vis&atilde;o do Estado como precondi&ccedil;&atilde;o necess&aacute;ria &agrave; materializa&ccedil;&atilde;o da paz liberal (Paris, 2004; Brahimi, 2007; Call e Cousens, 2008; Ghani e Lockhart, 2008; WB, 2011), assente numa perspetiva t&eacute;cnica sobre a soberania estatal, definida a partir do espa&ccedil;o internacional e concentrada essencialmente em aspetos performativos, que radicalizaram uma abstra&ccedil;&atilde;o dos contextos locais (Richmond, 2004; Chandler, 2005; Bickerton, 2007; Richmond, 2008).<sup><a href="#1">1</a></sup><a name="top1"></a></p>     ]]></body>
<body><![CDATA[<p><i>A priori</i>, a inclus&atilde;o do local trouxe um potencial significativo de revis&atilde;o das din&acirc;micas de reconstru&ccedil;&atilde;o do Estado. Por&eacute;m, a forma como o discurso foi constru&iacute;do e o desfasamento entre discurso e pr&aacute;tica reduziram significativamente este potencial, uma vez que os termos foram definidos e utilizados para manter a compatibilidade desta mudan&ccedil;a com o n&atilde;o questionamento de quest&otilde;es fundamentais, consideradas causas do subdesenvolvimento e da eclos&atilde;o e perpetua&ccedil;&atilde;o de conflitos violentos.</p>     <p>Neste sentido, &eacute; interessante notar a pr&oacute;pria escolha e utiliza&ccedil;&atilde;o dos termos. Na agenda de consolida&ccedil;&atilde;o da paz, o termo predominante &eacute; apropria&ccedil;&atilde;o local que, de maneira geral, se entende como “o grau de controlo que atores nacionais possuem sobre processos pol&iacute;ticos internos” (Donais, 2012: 1). No caso de contextos p&oacute;s&shy;guerra, indica o grau de envolvimento dos atores locais nos processos de redesenho e reconstru&ccedil;&atilde;o das institui&ccedil;&otilde;es (Donais, 2009; Narten, 2009). Nestes contextos a apropria&ccedil;&atilde;o local significa que, n&atilde;o obstante a interven&ccedil;&atilde;o externa, o ‘dono’ do processo &eacute;/deve ser o ‘local’ ou ‘nacional’, para assegurar a sustentabilidade dos processos (Ban Ki-moon, 2009; Narten, 2009; UN-PSO, 2011). Isto tem duas implica&ccedil;&otilde;es distintas. De um lado, garante a inclus&atilde;o de uma parte da popula&ccedil;&atilde;o local nos processos em quest&atilde;o, embora os parceiros locais sejam muitas vezes identificados pelos atores internacionais (Reich, 2006; Narten, 2009; Pouligny, 2009). Por outro lado, implica a responsabiliza&ccedil;&atilde;o dos atores locais pelas reformas.</p>     <p>Alguns acad&eacute;micos t&ecirc;m criticado o discurso sobre apropria&ccedil;&atilde;o local justamente por ser uma forma de eximir a responsabilidade internacional perante pol&iacute;ticas que, contudo, s&atilde;o desenhadas externamente (Chandler, 2006). Aspeto que se refor&ccedil;a, ali&aacute;s, com a compreens&atilde;o de que os espa&ccedil;os de inclus&atilde;o s&atilde;o de maneira geral predefinidos e concorrem com a consolida&ccedil;&atilde;o de uma agenda eminentemente neoliberal, centrada na democracia, nos direitos humanos e no mercado (Chandler, 2006; Richmond, 2012). Ou seja, na pr&aacute;tica, este discurso est&aacute; longe de refletir o controlo local da agenda, aproximando-se, no m&aacute;ximo, de uma parceria entre os atores externos e os nacionais/locais (Pouligny, 2009; Francis, 2010; Donais, 2012; Richmond, 2012).</p>     <p>Al&eacute;m disso, a cr&iacute;tica perpassa a quest&atilde;o relativa a quem se inclui nesta parceria. Aqui a separa&ccedil;&atilde;o entre ‘local’ e ‘nacional’ &eacute; importante, pois o argumento ressalta o papel das elites nestes espa&ccedil;os participativos e n&atilde;o necessariamente dos ‘locais’, como grupos mais end&oacute;genos &agrave; margem do sistema, ou mesmo que resistem ao estilo de mudan&ccedil;as exigidos (Pouligny, 2009; Richmond, 2012).</p>     <p>Ao contr&aacute;rio, o conceito de empoderamento, mais em voga na agenda de desenvolvimento, &eacute; marcadamente voltado para o &acirc;mbito local. Devido &agrave;s suas ra&iacute;zes mais radicais, inspiradas em movimentos populares de car&aacute;cter contestat&aacute;rio (Cornwall e Brock, 2005; Batliwala, 2007; Luttrell<i> et al.</i>, 2009), o termo empoderamento est&aacute; geralmente associado ao n&iacute;vel mais comunit&aacute;rio e a grupos que est&atilde;o &agrave; margem do poder (Kabeer, 2001; Eyben<i> et al.</i>, 2008). Esta origem fez com que, nos anos 1960 e 1970, o conceito tivesse uma conota&ccedil;&atilde;o muito mais radical, pois representava uma forma de contesta&ccedil;&atilde;o de determinadas estruturas de poder existentes (seja pela perspetiva patriarcal, de ra&ccedil;a ou classe). Neste sentido, a incorpora&ccedil;&atilde;o do conceito na agenda oficial de desenvolvimento &eacute; vista como fruto desta press&atilde;o organizada dos movimentos sociais em rela&ccedil;&atilde;o &agrave;s institui&ccedil;&otilde;es internacionais (Friedmann, 1992; Cornwall e Brock, 2005). Ao mesmo tempo, e de forma paradoxal, a incorpora&ccedil;&atilde;o do empoderamento na agenda levou a que a sua ace&ccedil;&atilde;o contestat&aacute;ria se tenha transformado num instrumento legitimador de pol&iacute;ticas (Friedmann, 1992; Cornwall e Brock, 2005; Batliwala, 2007). Assim, e da forma como &eacute; interpretado hoje pelas grandes ag&ecirc;ncias de desenvolvimento, o empoderamento est&aacute; primordialmente associado &agrave; ‘constru&ccedil;&atilde;o de capacidades’ (<i>capacity-building</i>) e a processos participativos.</p>     <p>De acordo com o Programa das Na&ccedil;&otilde;es Unidas para o Desenvolvimento (PNUD), por exemplo, o empoderamento est&aacute; “vagamente associado a participa&ccedil;&atilde;o: a possibilidade de que todas as pessoas, mesmo pobres e marginalizadas, sejam ouvidas e possam participar de forma significativa dos debates que afetam as suas vidas” (UNDP, 2010: 115). De forma mais geral, o PNUD entende o empoderamento como algo diretamente ligado &agrave; promo&ccedil;&atilde;o da boa governa&ccedil;&atilde;o (democracia, direitos humanos, etc.) e nesse sentido, assim como o discurso sobre apropria&ccedil;&atilde;o local, propaga um determinado modelo ligado &agrave; perspetiva ocidental de democracia liberal e n&atilde;o &agrave; contesta&ccedil;&atilde;o das estruturas de poder.</p>     <p>O mesmo se aplica no caso do BM que, no <i>Empowerment and Poverty Reduction Sourcebook</i>, publicado em 2002, define empoderamento como “a expans&atilde;o dos recursos e capacidades das pessoas pobres para participar em, negociar com, influenciar e garantir a presta&ccedil;&atilde;o de contas das institui&ccedil;&otilde;es que afetam as suas vidas” (Narayan, 2002: xviii). Desta forma, a promo&ccedil;&atilde;o do empoderamento como capacita&ccedil;&atilde;o est&aacute; fundamentalmente ligada a uma s&eacute;rie de reformas institucionais vistas como necess&aacute;rias para a redu&ccedil;&atilde;o da pobreza e que se baseiam na vis&atilde;o dicot&oacute;mica Estado-sociedade, onde o primeiro deve abrir mais espa&ccedil;os representativos e, assim, melhorar a presta&ccedil;&atilde;o de contas, transpar&ecirc;ncia e o Estado de direito. Esta mudan&ccedil;a inclui ainda a cria&ccedil;&atilde;o de espa&ccedil;o para o setor privado.</p>     <p>Apesar da exist&ecirc;ncia de outras defini&ccedil;&otilde;es de empoderamento, incluindo algumas mais radicais, ligadas a determinadas ONG (ver, por exemplo, Scrutton e Luttrell, 2007), torna-se evidente no discurso dominante uma vis&atilde;o muito mais restrita em rela&ccedil;&atilde;o ao poder que se quer promover. De facto, ao enfatizar a ideia de poder como ‘capacidade’, duas coisas acontecem de forma autom&aacute;tica. Primeiro, fica estabelecida a ideia de que existe ‘aus&ecirc;ncia de capacidade’ (ou capacidades melhores que outras) e, por isso, algu&eacute;m (muito provavelmente o agente externo) ter&aacute; que incutir/ transferir para o outro tais capacidades. Segundo, o discurso esquiva-se da problem&aacute;tica mais tradicional no seio do debate sobre poder – as quest&otilde;es de conflito e domina&ccedil;&atilde;o – que est&atilde;o na base das rela&ccedil;&otilde;es sociais, especialmente em contextos de guerra e imediato de p&oacute;s-guerra.</p>     <p>Assim, parte da cr&iacute;tica sobre os discursos de apropria&ccedil;&atilde;o local e empoderamento fundamentam-se precisamente na utiliza&ccedil;&atilde;o destes termos como instrumentos de legitima&ccedil;&atilde;o de pol&iacute;ticas e mecanismos de disfarce das rela&ccedil;&otilde;es de poder que continuam permeando a rela&ccedil;&atilde;o entre os agentes internacionais e os nacionais/locais. Este argumento parece fazer ainda mais sentido quando observamos a aus&ecirc;ncia marcada de um conceito fundamental neste debate – o conceito de cidadania.</p>     <p>&nbsp;</p>     ]]></body>
<body><![CDATA[<p><b>2. Cidadania e constru&ccedil;&atilde;o do Estado</p></b>     <p>Esta proemin&ecirc;ncia dada ao local atrav&eacute;s da promo&ccedil;&atilde;o do empoderamento e de apropria&ccedil;&atilde;o localnas reformas desenhadas internacionalmente visa afetar a rela&ccedil;&atilde;o Estado-sociedade e, fundamentalmente, a forma como os atores internacionais (n&atilde;o) podem/devem interferir nesta mesma rela&ccedil;&atilde;o, para que exista uma legitimidade local capaz de garantir a sustentabilidade das reformas promovidas (Ban Ki-moon, 2009; OECD, 2010; UNDP, 2012). A afirma&ccedil;&atilde;o destes conceitos como matriz referencial na agenda internacional de (re)constru&ccedil;&atilde;o de Estados e da rela&ccedil;&atilde;o Estado-sociedade necess&aacute;ria parece, assim, <i>substituir</i> o conceito de cidadania, o significante, num quadro pol&iacute;tico liberal, das rela&ccedil;&otilde;es entre Estado-sociedade e fonte de legitimidade dos atores e projetos de governa&ccedil;&atilde;o (Migdal, 2004; Borges, 2014). De facto, a utiliza&ccedil;&atilde;o destes conceitos parece silenciar a discuss&atilde;o em torno da condi&ccedil;&atilde;o de cidadania quando o objeto – o Estado – e a refer&ecirc;ncia normativa das a&ccedil;&otilde;es internacionais – a paz assente na democracia liberal e economia de mercado – parecem refor&ccedil;ar a sua pertin&ecirc;ncia.</p>     <p>A abordagem liberal e a sua proposta de paz democr&aacute;tica partem de uma rela&ccedil;&atilde;o constitutiva de identifica&ccedil;&atilde;o/reconhecimento entre Estado e sociedade, forjada pela demarca&ccedil;&atilde;o simultaneamente territorial e social segundo a qual o Estado &eacute; reconhecido como agente de governa&ccedil;&atilde;o e os indiv&iacute;duos s&atilde;o reconhecidos como sujeitos de direitos e parte da comunidade pol&iacute;tica representada pelo Estado (Migdal, 2001). Estado e cidadania aparecem, assim, como conceitos indissoci&aacute;veis num quadro liberal e &eacute; esta indissociabilidade, mediada pelo regime de democracia representativa, que garante aos indiv&iacute;duos um estatuto legal e pol&iacute;tico que, por sua vez, assegura o empoderamento individual e a concretiza&ccedil;&atilde;o do autogoverno da comunidade pol&iacute;tica, expressos atrav&eacute;s dos direitos e da participa&ccedil;&atilde;o (Migdal, 2001; Chandler, 2012).</p>     <p>N&atilde;o obstante as transforma&ccedil;&otilde;es que o conceito e a vis&atilde;o liberal de cidadania sofreram, a rela&ccedil;&atilde;o proposta entre cidad&atilde;os e o Estado democr&aacute;tico, fundamentada numa l&oacute;gica contratual de direitos e deveres entre as partes, est&aacute; na base do projeto de paz liberal que, desde o in&iacute;cio da d&eacute;cada de 1990, tem vindo a ser articulado em espa&ccedil;os de p&oacute;s-guerra. As a&ccedil;&otilde;es de consolida&ccedil;&atilde;o da paz promoveram transi&ccedil;&otilde;es democr&aacute;ticas, esperando que a liberaliza&ccedil;&atilde;o pol&iacute;tica criasse um contrato social capaz de reconciliar Estado e sociedade (Held, 1995; Paris, 2004; Pouligny, 2006). A cidadania implicava afirmar o poder dos indiv&iacute;duos pelos direitos e limitar a a&ccedil;&atilde;o dos Estados, considerados respons&aacute;veis pelos conflitos violentos. A agenda internacional de (re)constru&ccedil;&atilde;o de Estadosconservou este enunciado pol&iacute;tico, mas, na resposta que articulou, radicalizou uma abstra&ccedil;&atilde;o dos contextos locais j&aacute; apontada aos esfor&ccedil;os de democratiza&ccedil;&atilde;o.</p>     <p>Ainda que a &ecirc;nfase colocada no local tenha procurado inverter esta abstra&ccedil;&atilde;o trazendo a rela&ccedil;&atilde;o Estado-sociedade para o centro da discuss&atilde;o, este processo n&atilde;o se traduziu na recupera&ccedil;&atilde;o da l&oacute;gica contratual e n&atilde;o centrou o debate no conceito de cidadania (Eyben e Ladbury, 2006). Pelo contr&aacute;rio, as estrat&eacute;gias internacionais de promo&ccedil;&atilde;o da apropria&ccedil;&atilde;o local e empoderamento procuraram afetar a rela&ccedil;&atilde;o Estado&shy;sociedade sem discutir o conceito de cidadania (Borges, 2014). Por&eacute;m, estes conceitos e sua articula&ccedil;&atilde;o t&ecirc;m implica&ccedil;&otilde;es importantes para a condi&ccedil;&atilde;o da cidadania no p&oacute;s-guerra. Ou seja, importa mapear esta aus&ecirc;ncia e compreender como os conceitos articulados em alternativa afetam o conceito e prop&otilde;em um entendimento espec&iacute;fico de cidadania.</p>     <p>De facto, apropria&ccedil;&atilde;o local e empoderamento partilham uma agenda de capacita&ccedil;&atilde;o dos sujeitos que, embora procure concretizar a &ecirc;nfase local nas pr&aacute;ticas de (re)constru&ccedil;&atilde;o de Estados, refor&ccedil;a a posi&ccedil;&atilde;o dos atores internacionais na legitima&ccedil;&atilde;o do Estado e a depend&ecirc;ncia das din&acirc;micas pol&iacute;ticas locais em rela&ccedil;&atilde;o &agrave;s a&ccedil;&otilde;es internacionais (Hughes e Pupavac, 2005; Hameiri, 2009; Chandler, 2010). Esta agenda de capacita&ccedil;&atilde;o materializa-se, essencialmente, em espa&ccedil;os de participa&ccedil;&atilde;o criados com o apoio dos atores internacionais, onde os sujeitos e atores locais s&atilde;o <i>convidados</i> a participar (Cornwall, 2002). A apropria&ccedil;&atilde;o local e o empoderamento ficam, assim, ligados a uma agenda internacional e dependentes de a&ccedil;&otilde;es adicionais que garantam a capacita&ccedil;&atilde;o e socializa&ccedil;&atilde;o dos sujeitos nos espa&ccedil;os e regras (Hughes e Pupavac, 2005; Pouligny, 2005; Chesterman, 2007; Pouligny, 2009). Nestes espa&ccedil;os, a aceita&ccedil;&atilde;o das reformas gera empoderamento individual: ou seja, a participa&ccedil;&atilde;o que decorre nestes espa&ccedil;os &eacute; condicionada e instrumental.</p>     <p>Assim, se as a&ccedil;&otilde;es de (re)constru&ccedil;&atilde;o de Estados reverteram a rela&ccedil;&atilde;o constitutiva de identifica&ccedil;&atilde;o/reconhecimento entre Estado e cidad&atilde;os, a &ecirc;nfase no local, com empoderamento e apropria&ccedil;&atilde;o induzidos e direcionados, aprofundou esta tend&ecirc;ncia, afirmando a internacionaliza&ccedil;&atilde;o de processos de legitima&ccedil;&atilde;o do Estado onde a cidadania surge fragilizada como conceito pol&iacute;tico central e dependente de uma capacita&ccedil;&atilde;o pr&eacute;via (Richmond e Franks, 2009; Chandler, 2010). Mais importante, a rela&ccedil;&atilde;o Estado-sociedade apresenta-se como uma adapta&ccedil;&atilde;o necess&aacute;ria que decorre do entendimento do Estado como precondi&ccedil;&atilde;o ao projeto de paz liberal (Mac Ginty, 2010; Borges, 2014).</p>     <p>Esta suspens&atilde;o da dimens&atilde;o pol&iacute;tica do conceito, naturalizada na (re)constru&ccedil;&atilde;o de Estados, tem, no entanto, importantes implica&ccedil;&otilde;es na condi&ccedil;&atilde;o de cidadania, principalmente na responsabilidade democr&aacute;tica (<i>accountability</i>) que o conceito implica (Chandler, 2010; 2012). Primeiro, e dada a internacionaliza&ccedil;&atilde;o dos processos de legitima&ccedil;&atilde;o do Estado, a responsabilidade democr&aacute;tica &eacute; direcionada para os atores internacionais. Segundo, e apesar do seu papel nos processos de governa&ccedil;&atilde;o, esta preponder&acirc;ncia n&atilde;o parte da representa&ccedil;&atilde;o da comunidade pol&iacute;tica local, eliminando a responsabilidade democr&aacute;tica da rela&ccedil;&atilde;o entre os atores internacionais e as comunidades locais. Juntas, estas quest&otilde;es demonstram a redu&ccedil;&atilde;o significativa da capacidade por parte dos sujeitos e do espa&ccedil;o pol&iacute;tico dispon&iacute;vel para materializar o princ&iacute;pio democr&aacute;tico de autogoverno.</p>     <p>Para Richmond e Franks (2009) a revers&atilde;o do contrato social significa que a paz liberal perdeu a sua matriz contratual e, consequentemente, a sua liga&ccedil;&atilde;o ao conceito de cidadania. Chandler afirma mesmo o abandono da rela&ccedil;&atilde;o Estado-sociedade, em detrimento dos imperativos de governa&ccedil;&atilde;o estabelecidos internacionalmente; &eacute; a express&atilde;o de um novo paradigma de interven&ccedil;&atilde;o internacional – a governa&ccedil;&atilde;o p&oacute;s&shy;liberal (Chandler, 2010). Esta rela&ccedil;&atilde;o, n&atilde;o sendo negada &eacute;, no entanto, suspensa e torna-se evidente uma vis&atilde;o de cidadania consequencial, onde a dimens&atilde;o pol&iacute;tica depende de uma capacita&ccedil;&atilde;o e socializa&ccedil;&atilde;o guiada pelos atores internacionais e de um contexto pol&iacute;tico espec&iacute;fico. &Eacute; neste contexto que o resgate da dimens&atilde;o pol&iacute;tica, como autogoverno e soberania popular, se torna pertinente.</p>     <p>Por&eacute;m, &eacute; necess&aacute;rio clarificar duas quest&otilde;es. Primeiro, h&aacute; que considerar a relev&acirc;ncia do conceito. Neste sentido, &eacute; importante relembrar que a condi&ccedil;&atilde;o de cidadania expressa a dial&eacute;tica de inclus&atilde;o/exclus&atilde;o, cuja configura&ccedil;&atilde;o espec&iacute;fica resulta das rela&ccedil;&otilde;es de poder, e tem pautado a hist&oacute;ria e evolu&ccedil;&atilde;o do conceito, sendo simultaneamente um instrumento discursivo legitimador na luta por direitos e transforma&ccedil;&atilde;o do conte&uacute;do e pr&aacute;ticas. A sua dimens&atilde;o pol&iacute;tica, como express&atilde;o de autogoverno e soberania popular num quadro democr&aacute;tico, &eacute; tamb&eacute;m considerada um elemento fundamental e est&aacute; presente em diversas abordagens (ver, por exemplo, Mouffe, 1993; Habermas, 1995; Beiner, 2003; ou Benhabib, 2007). Resgatar a dimens&atilde;o pol&iacute;tica do conceito &eacute; ainda fundamental para a responsabiliza&ccedil;&atilde;o dos agentes de governa&ccedil;&atilde;o nos espa&ccedil;os de consolida&ccedil;&atilde;o da paz e para o questionamento sobre a pr&oacute;pria defini&ccedil;&atilde;o do que &eacute;, ou deve ser, o local e a possibilidade de ag&ecirc;ncia pol&iacute;tica dos sujeitos a partir de pr&aacute;ticas internacionais.</p>     ]]></body>
<body><![CDATA[<p>Segundo, h&aacute; que pensar sobre o modo <i>como</i> esse resgate pode acontecer. O debate em torno do ‘local’ tem evidenciado din&acirc;micas de poder e espa&ccedil;os pol&iacute;ticos n&atilde;o considerados anteriormente e que s&atilde;o um ponto de partida para questionar a condi&ccedil;&atilde;o de cidadania. Richmond apelida estes espa&ccedil;os de p&oacute;s-liberais, onde diferentes ag&ecirc;ncias pol&iacute;ticas se est&atilde;o a afirmar como resist&ecirc;ncia &agrave;s imposi&ccedil;&otilde;es da paz liberal (Richmond, 2009; 2011). Esta afirma&ccedil;&atilde;o &eacute;, por&eacute;m, feita em oposi&ccedil;&atilde;o &agrave; presen&ccedil;a internacional, visibilizando apenas parte das din&acirc;micas pol&iacute;ticas locais. Nas vozes cr&iacute;ticas a este tipo de an&aacute;lise (ver Paris, 2009; Chandler, 2011; Hameiri, 2011; Paffenholz, 2011; Sending, 2011) ecoa o argumento de que esta oposi&ccedil;&atilde;o traz um contributo limitado &agrave; compreens&atilde;o das din&acirc;micas de poder locais e reproduz uma imagem dos sujeitos locais como atores &agrave; margem das pol&iacute;ticas promovidas pelos atores internacionais.</p>     <p>A oposi&ccedil;&atilde;o entre atores locais e internacionais &eacute; importante para compreender as assimetrias de poder em espa&ccedil;os p&oacute;s-guerra. No entanto, n&atilde;o considera a forma como as a&ccedil;&otilde;es internacionais interagem, afetam e reconfiguram as rela&ccedil;&otilde;es de poder que marcaram o per&iacute;odo conflitual e que marcam tamb&eacute;m a constru&ccedil;&atilde;o da paz. Ou seja, apesar da sua contribui&ccedil;&atilde;o ao assinalar as quest&otilde;es de poder, ela limita-se &agrave; oposi&ccedil;&atilde;o entre internacional e local. Por outro lado, n&atilde;o poder&aacute; ser o regresso &agrave; matriz liberal a resgatar esta dimens&atilde;o pol&iacute;tica do conceito, como algumas reflex&otilde;es parecem sugerir. Neste sentido, a nossa proposta reside no resgate das din&acirc;micas <i>internas</i> de poder como elemento adicional de an&aacute;lise, a fim de recuperar a dimens&atilde;o pol&iacute;tica da cidadania e do empoderamento.</p>     <p>&nbsp;</p>     <p><b>3. Poder, cidadania e paz</p></b>     <p>Um dos aspetos pouco explorados na agenda da reconstru&ccedil;&atilde;o da paz e nas perspetivas dominantes de empoderamento e apropria&ccedil;&atilde;o local, mas fundamental no &acirc;mbito da (re)constru&ccedil;&atilde;o do Estado, s&atilde;o as quest&otilde;es de poder no &acirc;mbito <i>interno</i>, e a forma como estas interagem com a interven&ccedil;&atilde;o dos atores internacionais. A relega&ccedil;&atilde;o desta quest&atilde;o reflete, de um lado, a insist&ecirc;ncia numa perspetiva sobre a consolida&ccedil;&atilde;o da paz direcionada para a resolu&ccedil;&atilde;o de problemas (<i>problema-solving</i>) que privilegia uma abordagem t&eacute;cnica dos conceitos acima discutidos (Bellamy, 2004) e onde outros debates existentes em rela&ccedil;&atilde;o a estes conceitos s&atilde;o ignorados. De outro lado, reflete um certo otimismo em rela&ccedil;&atilde;o ao potencial emancipador das for&ccedil;as locais no processo de consolida&ccedil;&atilde;o da paz (Sending, 2011).</p>     <p>No primeiro caso, cabe destacar a exist&ecirc;ncia de s&eacute;rias cr&iacute;ticas ao conceito de empoderamento e cidadania. A conce&ccedil;&atilde;o liberal de cidadania, por exemplo, tem sido questionada por perspetivas que denunciam a sua captura por uma agenda neoliberal e por abordagens que, partindo do conceito de diferen&ccedil;a e de um entendimento diverso sobre os espa&ccedil;os pol&iacute;ticos em que a cidadania ocorre e se reconfigura, t&ecirc;m questionado as exclus&otilde;es que este modelo imp&otilde;e.<sup><a href="#2">2</a></sup><a name="top2"></a> Para estas abordagens, a perspetiva liberal, e a ideia de contrato social que lhe subjaz, escuda-se num estatuto universal que mascara rela&ccedil;&otilde;es de poder e condiciona o conte&uacute;do de cidadania e o exerc&iacute;cio efetivo das pr&aacute;ticas e dos direitos associados.</p>     <p>A l&oacute;gica contratual, por sua vez, tamb&eacute;m tem sido questionada. A ideia do enquadramento governativo em que o Estado &eacute; o ator de governa&ccedil;&atilde;o reconhecido e com o qual os cidad&atilde;os interagem democraticamente tem sido criticada pelo seu n&iacute;vel de abstra&ccedil;&atilde;o e consequente incapacidade de avistar outros elementos que afetam a intera&ccedil;&atilde;o entre cidad&atilde;o e Estado. Esta cr&iacute;tica ganha especial relev&acirc;ncia nos espa&ccedil;os em situa&ccedil;&atilde;o de p&oacute;s-guerra, onde o processo de internacionaliza&ccedil;&atilde;o do Estado e as rela&ccedil;&otilde;es de poder colocam em evid&ecirc;ncia a diversidade de atores que interagem no processo de governa&ccedil;&atilde;o. Pluralidade que, por outro lado, adensa os limites da responsabilidade democr&aacute;tica j&aacute; evidenciados pela internacionaliza&ccedil;&atilde;o do Estado e exp&otilde;e, de forma evidente, os limites de um entendimento liberal para resgatar a sua dimens&atilde;o pol&iacute;tica (Borges, 2014). Esta incapacidade de considerar a complexidade dos processos de governa&ccedil;&atilde;o significa, consequentemente, que uma perspetiva liberal sobre o conceito n&atilde;o permite discutir as rela&ccedil;&otilde;es de poder que (re)definem o conte&uacute;do e as pr&aacute;ticas associadas &agrave; cidadania.</p>     <p>Al&eacute;m disso, os limites da cidadania liberal promovida em contextos de p&oacute;s-guerra foram devidamente evidenciados nos esfor&ccedil;os de democratiza&ccedil;&atilde;o que marcaram a primeira fase das a&ccedil;&otilde;es de consolida&ccedil;&atilde;o da paz. Estes foram reduzidos ao que Pouligny identificou como “gram&aacute;tica democr&aacute;tica”, <i>i.e</i>., a um conjunto de procedimentos formais (Pouligny, 2006: 239-240), o que resultou numa condi&ccedil;&atilde;o de cidadania procedimental que privilegiava os direitos &agrave; representatividade e participa&ccedil;&atilde;o, ainda que circunscritos &agrave; quest&atilde;o das elei&ccedil;&otilde;es, articulando apenas de forma parcial a problem&aacute;tica dos direitos socioecon&oacute;micos e culturais e reduzindo assim o seu potencial inclusivo. Ou seja, a l&oacute;gica evolutiva e cumulativa associada &agrave; hist&oacute;ria do conceito na matriz liberal n&atilde;o se traduziu na refunda&ccedil;&atilde;o de um contrato social capaz de promover uma articula&ccedil;&atilde;o n&atilde;o violenta e democr&aacute;tica dos conflitos.</p>     <p>Cr&iacute;ticas semelhantes surgem no &acirc;mbito do empoderamento. A &ecirc;nfase na ideia de empoderamento como um processo participativo focado na promo&ccedil;&atilde;o de capacidades &eacute; percebida por muitos autores como reducionista e problem&aacute;tica. Primeiro porque, ao enfatizar o processo, desvia-se a aten&ccedil;&atilde;o dos resultados, ou simplesmente presume-se que mudando os processos (tornando-os mais ‘democr&aacute;ticos’), os resultados ir&atilde;o automaticamente mudar para melhor (Cleaver, 2001). Esta vis&atilde;o, assente no pressuposto do ator racional, n&atilde;o encontra sustenta&ccedil;&atilde;o na pr&aacute;tica, e pode ser mesmo questionada na sua base te&oacute;rica (Giddens, 1979; Friedmann, 1992; Cooke, 2001; Mohan, 2001). Segundo, porque a &ecirc;nfase na participa&ccedil;&atilde;o prima pela neutralidade t&eacute;cnica do processo e desconsidera o poder que o antecede, ou seja, <i>quem </i>define <i>qual </i>o processo que vai ser participativo e qual a agenda a ser discutida.</p>     <p>Tais cr&iacute;ticas chamam a aten&ccedil;&atilde;o para as din&acirc;micas de poder que v&atilde;o al&eacute;m deste como express&atilde;o das capacidades dos agentes (‘poder para’) e retomam a dimens&atilde;o mais cl&aacute;ssica do poder como domina&ccedil;&atilde;o (‘poder sobre’), ou consideram mesmo a perspetiva mais difusa de poder (<i>power everywhere</i>). Exemplos da &ecirc;nfase sobre poder como domina&ccedil;&atilde;o incluem as cr&iacute;ticas focadas no grau de influ&ecirc;ncia dos atores internacionais sobre os locais e o seu controlo da agenda (ver Chandler, 2006; Duffield, 2007). Exemplos que marcam a vis&atilde;o de poder difuso incluem os debates sobre a resist&ecirc;ncia local e o hibridismo (Mac Ginty, 2011; Richmond, 2011). Neste caso, as for&ccedil;as locais s&atilde;o muitas vezes percebidas como emancipat&oacute;rias e express&atilde;o de endogenia.</p>     ]]></body>
<body><![CDATA[<p>Ainda que consideremos ambas as perspetivas relevantes, por mostrarem quest&otilde;es de poder para al&eacute;m da sua conota&ccedil;&atilde;o reduzida enquanto ‘capacidades’, entendemos que estas abordagens ainda n&atilde;o problematizam de forma suficiente a dimens&atilde;o interna, a complexidade do local, o que por sua vez &eacute; fundamental para a melhor compreens&atilde;o do empoderamento e da cidadania. Por um lado, consideramos que as express&otilde;es do ‘local’ n&atilde;o representam necessariamente uma forma de resist&ecirc;ncia &agrave; paz liberal. Pelo contr&aacute;rio, h&aacute; v&aacute;rias formas de alinhamento entre agentes locais e externos para al&eacute;m das rela&ccedil;&otilde;es imediatas dos agentes oficiais com as elites locais, inclusive por meio de ONG e do setor privado. Por outro lado, a geometria de poder local, especialmente em contextos onde a tradi&ccedil;&atilde;o &eacute; importante, &eacute; extremamente complexa, heterog&eacute;nea e n&atilde;o necessariamente emancipat&oacute;ria.<sup><a href="#3">3</a></sup><a name="top3"></a> Neste sentido, a tentativa de ‘impor’ o princ&iacute;pio de igualdade muitas vezes entra em choque com estruturas sociais onde, por exemplo, a mulher tem um papel subordinado ao homem, ou onde determinados tipos de hierarquias est&atilde;o na base do funcionamento da sociedade, ou seja, determinados grupos se encontram em situa&ccedil;&atilde;o de subordina&ccedil;&atilde;o, se n&atilde;o mesmo de opress&atilde;o. E &eacute; precisamente levando em considera&ccedil;&atilde;o tais aspetos que se torna necess&aacute;rio repensar a compreens&atilde;o dos conceitos de empoderamento e cidadania.</p>     <p>No &acirc;mbito do empoderamento, o resgate de sua ace&ccedil;&atilde;o radical por si s&oacute; abre margem para a expans&atilde;o da compreens&atilde;o das din&acirc;micas de poder. Nesta perspetiva, predominante antes da d&eacute;cada de 1990, o conceito est&aacute; ligado ao processo de consciencializa&ccedil;&atilde;o do ser humano e o reconhecimento da sua situa&ccedil;&atilde;o de opress&atilde;o (Freire, 1996). Este despertar perpassa a revis&atilde;o das rela&ccedil;&otilde;es de poder entre os seres humanos, indo muito al&eacute;m da &oacute;tica de poder como capacidades, mas incluindo o reconhecimento de estruturas de poder como opress&atilde;o e ecoando, portanto, os debates da teoria cr&iacute;tica e sua &ecirc;nfase na emancipa&ccedil;&atilde;o (ver tamb&eacute;m Booth, 1991; Bauman, 2000; Wyn Jones, 2005). A vis&atilde;o radical do empoderamento junta, assim, o potencial da ag&ecirc;ncia dos indiv&iacute;duos &agrave; dimens&atilde;o estrutural que cerceia as suas a&ccedil;&otilde;es, estabelecendo uma rela&ccedil;&atilde;o de influ&ecirc;ncia m&uacute;tua (Giddens, 1979).</p>     <p>Apesar de expandir o entendimento de poder para al&eacute;m de ‘capacidades’, tal ace&ccedil;&atilde;o tamb&eacute;m apresenta limita&ccedil;&otilde;es, uma vez que deixa em aberto a discuss&atilde;o sobre o seu aspeto teleol&oacute;gico – haver&aacute; um ‘fim’ do empoderamento? – bem como a d&uacute;vida quanto &agrave; possibilidade de um empoderamento pleno e simult&acirc;neo de todos os sujeitos. Contudo, ao trazer &agrave; tona problemas estruturais, amplia os n&iacute;veis de an&aacute;lise e permite discutir a dimens&atilde;o dial&eacute;tica do pr&oacute;prio conceito de poder. Assim, mais do que pensar no empoderamento enquanto expans&atilde;o de capacidades, principalmente em cen&aacute;rios de p&oacute;s-guerra imediato, h&aacute; que se considerar quais as din&acirc;micas de poder locais que facilitam/obstruem o empoderamento de determinados grupos em rela&ccedil;&atilde;o a outros e de que forma esta compreens&atilde;o de poder e empoderamento se traduz na (re)defini&ccedil;&atilde;o da condi&ccedil;&atilde;o de cidadania. Neste sentido, o empoderamento pode ser entendido como um fen&oacute;meno din&acirc;mico, um processo constante, mas n&atilde;o um processo restrito a procedimentos estanques, e sim um processo dial&eacute;tico em que o poder &eacute; constantemente revisto e questionado, particularmente quando os n&iacute;veis de assimetria s&atilde;o mais significativos.</p>     <p>&Eacute; importante notar que ao relacionar as quest&otilde;es de poder, e especificamente o conceito de empoderamento, com a (re)defini&ccedil;&atilde;o do conceito de cidadania, este artigo partilha com as perspetivas mais cr&iacute;ticas a necessidade de resgatar o conceito de uma matriz utilit&aacute;ria. Deste modo, entende a cidadania como uma condi&ccedil;&atilde;o que assenta numa dial&eacute;tica de inclus&atilde;o/exclus&atilde;o materializada em diferentes n&iacute;veis, mas contestada a partir das margens exclu&iacute;das, est&aacute;vel mas sujeita a mudan&ccedil;a de acordo com a configura&ccedil;&atilde;o das rela&ccedil;&otilde;es de poder existentes e que a &ecirc;nfase no empoderamento mostra (Purvis e Hunt, 1999). Esta vis&atilde;o reconhece o empoderamento dos sujeitos – a afirma&ccedil;&atilde;o da sua ag&ecirc;ncia pol&iacute;tica – como elemento de mudan&ccedil;a e transforma&ccedil;&atilde;o dos elementos que, por sua vez, definem a condi&ccedil;&atilde;o de cidadania – sujeito, espa&ccedil;o, express&otilde;es e pr&aacute;ticas de cidadania.</p>     <p>Assim, o empoderamento dos sujeitos n&atilde;o pode apenas ser compreendido como resultado da sua inclus&atilde;o na condi&ccedil;&atilde;o vigente de cidadania. Pelo contr&aacute;rio, a afirma&ccedil;&atilde;o pol&iacute;tica dos sujeitos desafia e/ou transforma os limites de inclus&atilde;o/exclus&atilde;o e, neste sentido, o empoderamento &eacute; indispens&aacute;vel para um entendimento de cidadania em que a dimens&atilde;o pol&iacute;tica &eacute; resgatada. Ou seja, o empoderamento dos sujeitos n&atilde;o ocorre apenas atrav&eacute;s dos direitos associados &agrave; cidadania e &agrave; capacidade dos indiv&iacute;duos de exercer e usufruir desses direitos: o empoderamento resulta de pr&aacute;ticas que procuram (re)definir e (re)articular a condi&ccedil;&atilde;o de cidadania.</p>     <p>&Eacute; nesta matriz que ganha centralidade a afirma&ccedil;&atilde;o de novos espa&ccedil;os de participa&ccedil;&atilde;o, onde os sujeitos podem afirmar a sua ag&ecirc;ncia pol&iacute;tica. Cornwall (2002) afirma que a abertura de espa&ccedil;os de participa&ccedil;&atilde;o outrora fechados resulta de um esfor&ccedil;o simult&acirc;neo de posicionamento dos sujeitos nos novos espa&ccedil;os e de reposicionamento em espa&ccedil;os j&aacute; estabelecidos. Este reposicionamento implica, precisamente, o reconhecimento de uma “configura&ccedil;&atilde;o complexa de atores e espa&ccedil;os pol&iacute;ticos dentro e para l&aacute; da dimens&atilde;o do Estado-na&ccedil;&atilde;o” (Cornwall, 2002: 1). A autora distingue os espa&ccedil;os de participa&ccedil;&atilde;o <i>por convite</i> (<i>invited spaces</i>), dinamizados essencialmente por atores externos com recursos e com uma matriz de participa&ccedil;&atilde;o definida, dos espa&ccedil;os de participa&ccedil;&atilde;o <i>reivindicados</i> (<i>popular spaces</i>), que resultam essencialmente de uma mobiliza&ccedil;&atilde;o dos sujeitos (Cornwall, 2002). Transpondo esta divis&atilde;o para o cen&aacute;rio de reconstru&ccedil;&atilde;o da paz, observa-se que as a&ccedil;&otilde;es internacionais se concentram na cria&ccedil;&atilde;o de espa&ccedil;os por convite, com um tipo de participa&ccedil;&atilde;o predefinida e que expressa uma agenda de empoderamento como capacita&ccedil;&atilde;o. Este enfoque n&atilde;o exprime a natureza din&acirc;mica da participa&ccedil;&atilde;o e do empoderamento, pelo que o potencial pol&iacute;tico transformador n&atilde;o &eacute; contemplado.</p>     <p>O enfoque nas din&acirc;micas de poder permite, no entanto, compreender esta quest&atilde;o do empoderamento e o seu eventual impacto na condi&ccedil;&atilde;o de cidadania para al&eacute;m dos espa&ccedil;os de participa&ccedil;&atilde;o criados pelos atores internacionais. Neste sentido, devemos enfatizar dois aspetos, mencionados por Cornwall (2002): primeiro, as fronteiras entre os diferentes espa&ccedil;os n&atilde;o s&atilde;o estanques e podem alterar-se; e segundo, a manuten&ccedil;&atilde;o do <i>status quo</i> ou o seu questionamento podem ocorrer nos dois espa&ccedil;os, dependendo das din&acirc;micas de poder estabelecidas.</p>     <p>Ou seja, apesar de os atores internacionais criarem espa&ccedil;os de participa&ccedil;&atilde;o em que existe um gui&atilde;o de participa&ccedil;&atilde;o e um entendimento de empoderamento como capacita&ccedil;&atilde;o, e por isso afastado das din&acirc;micas de poder, estes espa&ccedil;os podem resultar em din&acirc;micas de contesta&ccedil;&atilde;o e reivindica&ccedil;&atilde;o n&atilde;o antecipadas, sendo, desta forma, uma afirma&ccedil;&atilde;o importante. Por outro lado, &eacute; fundamental considerarmos os espa&ccedil;os populares de participa&ccedil;&atilde;o, criados atrav&eacute;s de reivindica&ccedil;&atilde;o, como espa&ccedil;os pol&iacute;ticos centrais, mas n&atilde;o como necessariamente desafiadores ou transformadores das fronteiras de inclus&atilde;o/exclus&atilde;o associadas &agrave; condi&ccedil;&atilde;o de cidadania. Os dois espa&ccedil;os poder&atilde;o ser marcados por dissid&ecirc;ncia, resist&ecirc;ncia, colabora&ccedil;&atilde;o ou compromisso. O que importa primeiramente captar &eacute; a exist&ecirc;ncia destas possibilidades em oposi&ccedil;&atilde;o a uma ideia fechada (articula&ccedil;&atilde;o t&eacute;cnica e procedimental com objetivos e contornos predefinidos) sobre empoderamento e o seu impacto na condi&ccedil;&atilde;o de cidadania.</p>     <p>&nbsp;</p>     <p><b>Conclus&otilde;es</p></b>     ]]></body>
<body><![CDATA[<p>A reflex&atilde;o apresentada aponta para o potencial anal&iacute;tico da jun&ccedil;&atilde;o dos conceitos de cidadania e empoderamento na an&aacute;lise da constru&ccedil;&atilde;o da paz. Primeiramente, ao trazer a cidadania para o debate, voltamos a aten&ccedil;&atilde;o para os espa&ccedil;os locais onde a governa&ccedil;&atilde;o, enquanto projeto e processo, se materializa. Este enfoque tem duas implica&ccedil;&otilde;es: primeiro, afirma a necessidade de resgatar o conceito de uma narrativa n&atilde;o pol&iacute;tica que est&aacute; latente nos discursos de muitos atores internacionais, e segundo, abre caminho para a defini&ccedil;&atilde;o de uma perspetiva anal&iacute;tica capaz de interagir com as din&acirc;micas locais de poder e a rela&ccedil;&atilde;o dial&eacute;tica entre inclus&atilde;o/exclus&atilde;o inerente ao conceito. Estas duas quest&otilde;es s&atilde;o fundamentais para uma reflex&atilde;o que problematize a rela&ccedil;&atilde;o da cidadania (pr&aacute;ticas atuais e futuras) com a consolida&ccedil;&atilde;o da paz, particularmente no que se refere &agrave; sua problem&aacute;tica de inclus&atilde;o/exclus&atilde;o e &agrave; forma como estas quest&otilde;es impactam poss&iacute;veis constru&ccedil;&otilde;es de paz. </p>     <p>Segundo, ao reconsiderarmos a conce&ccedil;&atilde;o de empoderamento, resgatamos as quest&otilde;es do poder, reconhecendo o papel das diferen&ccedil;as e assimetrias existentes no n&iacute;vel local, e indo portanto, al&eacute;m do poder como ‘capacidade’ e da dicotomia entre local-internacional. Neste sentido, e apesar de reconhecer que o poder &eacute; em grande medida disperso (<i>power everywhere</i>), refor&ccedil;amos a ideia de que assimetrias existem e s&atilde;o importantes porque influenciam comportamentos e moldam espa&ccedil;os de representa&ccedil;&atilde;o. Ali&aacute;s, &eacute; precisamente aqui que reside a utilidade do empoderamento enquanto conceito na compreens&atilde;o das din&acirc;micas da cidadania. Neste sentido, o exerc&iacute;cio da cidadania (seja em espa&ccedil;os convidados ou reivindicados) torna-se um mecanismo com base end&oacute;gena de contesta&ccedil;&atilde;o de poder – e n&atilde;o um mecanismo dirigido externamente e pautado pela constru&ccedil;&atilde;o de capacidades. Isto n&atilde;o significa que esta dimens&atilde;o end&oacute;gena n&atilde;o possa ser influenciada de alguma forma – direta ou indiretamente – por atores externos, mas sim que ela cria uma margem para se pensar qualquer a&ccedil;&atilde;o neste sentido como fruto de din&acirc;micas de poder entre os agentes a n&atilde;o como algo unidirecional e necessariamente pr&eacute;&shy;formatado. Ou seja, a relev&acirc;ncia do empoderamento para a cidadania perpassa o reconhecimento das assimetrias de poder existentes. O ponto central &eacute; que estes espa&ccedil;os n&atilde;o refletem necessariamente controlo ou empoderamento, mas variam em potencial.</p>     <p>Por fim, a associa&ccedil;&atilde;o dos dois conceitos e dos debates e transforma&ccedil;&otilde;es que os t&ecirc;m marcado conferem &agrave; cidadania um potencial expandido, como instrumento reivindicat&oacute;rio e de exig&ecirc;ncia democr&aacute;tica, uma vez que o resgate da condi&ccedil;&atilde;o pol&iacute;tica que promove pode traduzir-se na reafirma&ccedil;&atilde;o da responsabilidade democr&aacute;tica, o que, em contextos de p&oacute;s-guerra, se revela como alternativa para a realiza&ccedil;&atilde;o de contesta&ccedil;&otilde;es que antes se davam por meio das armas e como afirma&ccedil;&atilde;o perante diversos agentes de governa&ccedil;&atilde;o. <body><![CDATA[<p><b>NOTAS</b></p>     <p><Sup><a name="1"></a><a href="#top1">1</a></Sup>De forma geral, a (re)constru&ccedil;&atilde;o de Estados refere-se &agrave; (re)constru&ccedil;&atilde;o das institui&ccedil;&otilde;es governamentais a fim de resgatar a ‘estatalidade’ (<i>stateness</i>) dos Estados (Fukuyama, 2004). Especificamente, e no que diz respeito aos contextos de consolida&ccedil;&atilde;o da paz, <i>o conceito </i>refere-se &agrave; recria&ccedil;&atilde;o de institui&ccedil;&otilde;es vi&aacute;veis, capazes de garantir a seguran&ccedil;a e as condi&ccedil;&otilde;es institucionais para uma paz sustent&aacute;vel e duradoura (Brahimi, 2007).</p>       <p><Sup><a name="2"></a><a href="#top2">2</a></Sup> Por exemplo, as reflex&otilde;es p&oacute;s-nacionais, as an&aacute;lises feministas ou as propostas da democracia radical apresentam uma cr&iacute;tica ao modelo liberal de cidadania a partir da universalidade que prop&otilde;e (na qual se fundamenta a igualdade que defende) e a rela&ccedil;&atilde;o com o espa&ccedil;o nacional do Estado-na&ccedil;&atilde;o.</p>       <p><Sup><a name="3"></a><a href="#top3">3</a></Sup>Sem subestimar a complexidade do termo, no contexto deste artigo entende-se ‘tradi&ccedil;&atilde;o’ como o conjunto de pr&aacute;ticas e costumes informais que existem em diversas sociedades e que muitas vezes se encontram em oposi&ccedil;&atilde;o aos pressupostos do Estado moderno, base das pr&aacute;ticas de (re)constru&ccedil;&atilde;o de Estados.</p> </html>      ]]></body><back>
