Despite being a small state, Portugal leverages its Atlantic position to enhance its geopolitical influence within the European Union (EU) and NATO. The research highlights Portugal&#8217;s historical transition from a colonial power to a modern democratic state, emphasizing its renewed commitment to international collaboration through scientific diplomacy, maritime infrastructure, and cybersecurity. In this regard, Portugal&#8217;s maritime assets such its network of submarine cables underscores its significance in global digital communications, while its involvement in initiatives like the All-Atlantic Ocean Research Alliance and PESCO demonstrates its strategic importance in sustainable development and defense innovation. The study explores the challenges Portugal faces, particularly in digitalization and security, and identifies opportunities for strengthening its role as a hub for international cooperation. The article is aimed at providing insights into how small states can navigate complex global systems, fostering trust and stability in international relations. The findings underscore the importance of aligning initiatives with broader EU and NATO strategies to uphold Portugal&#8217;s influence in global security and cooperation through its South Atlantic assets.]]></p></abstract>
<abstract abstract-type="short" xml:lang="pt"><p><![CDATA[Resumo Este estudo examina o papel em evolução de Portugal no sistema internacional, com foco em seus ativos estratégicos marítimos e na participação em estruturas globais de cooperação. Apesar de ser um estado pequeno, Portugal utiliza sua posição no Atlântico para ampliar sua influência geopolítica dentro da União Europeia (UE) e da OTAN. A pesquisa destaca a transição histórica de Portugal, de uma potência colonial para um estado democrático moderno, enfatizando seu compromisso renovado com a colaboração internacional por meio da diplomacia científica, infraestrutura marítima e cibersegurança. Nesse sentido, os ativos marítimos de Portugal, como sua rede de cabos submarinos, sublinham sua importância nas comunicações digitais globais, enquanto sua participação em iniciativas como a Aliança de Pesquisa do Oceano Atlântico e o PESCO demonstra sua relevância estratégica no desenvolvimento sustentável e na inovação em defesa. O estudo explora os desafios que Portugal enfrenta, particularmente em digitalização e segurança, e identifica oportunidades para fortalecer seu papel como um centro de cooperação internacional. O artigo busca fornecer insights sobre como pequenos estados podem navegar em sistemas globais complexos, promovendo confiança e estabilidade nas relações internacionais. As conclusões ressaltam a importância de alinhar iniciativas com estratégias mais amplas da UE e da OTAN para manter a influência de Portugal na segurança e cooperação globais por meio de seus ativos no Atlântico Sul.]]></p></abstract>
