Quando estão na liderança do Conselho, os Estados-membros podem ser os condutores do projeto europeu e ter como combustível os seus interesses nacionais, que são incluídos, durante o trajeto, na agenda comunitária. Neste ensaio, procuro perceber quais as prioridades de Portugal nas presidências da UE de 2007 e 2021, as duas mais recentes, compreendendo o que mudou nos 14 anos que as separam e os impactos das &#8216;bandeiras&#8217; de cada uma na política externa portuguesa, dentro e fora da União. Se por um lado a Presidência Portuguesa da UE (PPUE) de 2007 foi marcada pela assinatura do Tratado de Lisboa, a de 2021 distinguiu-se pela Cimeira Social do Porto. Partindo da questão &#8220;O que mudou entre as prioridades das PPUE de 2007 e 2021?&#8221;, trago como valor acrescentado a comparação, sob um olhar teórico e empírico, das duas lideranças mais recentes, traçando tendências e diferenças e deixando sugestões para futuras lideranças do Conselho da UE.]]></p></abstract>
<abstract abstract-type="short" xml:lang="en"><p><![CDATA[Abstract Since the beginning of the process of European construction, the rotating presidency of the Council of the European Union (EU) has been an important exercise for the country that performs it, especially for smaller ones like Portugal. When they are at the head of the Council, member-states can be the drivers of the European project and fuel their national interests, which are included, along the way, in the community agenda. In this essay, I seek to understand what Portugal&#8217;s priorities were in the EU presidencies of 2007 and 2021, the two most recent ones, understanding what has changed in the 14 years that separate them and the impacts of the &#8216;flagships&#8217; of each one on Portuguese foreign policy, inside and outside the Union. If on the one hand the Portuguese Presidency of the EU (PPUE) of 2007 was marked by the signature of the Lisbon Treaty, the one of 2021 was distinguished by the Porto Social Summit. Starting from the question &#8220;What has changed between the priorities of the 2007 and 2021 PPUE?&#8221;, I bring as an added value the comparison, under a theoretical and empirical look, of the two most recent leaderships, tracing trends and differences and offering suggestions for future leaderships of the Council of the EU.]]></p></abstract>
