For just over two decades, the use of ICT have become very important in the development of modern societies in order to improve their quality of life factor , which have emerged concepts such as smart cities and towns digital . In this sense , sectors such as business, social and government have opted for the use of ICT . However , these sectors in Mexico and in the specific case of the metropolitan area of Orizaba , do not have the strategies and infrastructure needed for real progress in the use of ICT . Society - - Based on the above, in this work a model for integration of MSMEs presents Government aims to maximize the use of ICT , reduce digital divide and increase the competitiveness of these sectors , as well as improving quality of life the society.
