A comunidade transatlântica enfrenta, desde há mais de uma década, um crescendo de crises resultantes da mudança na distribuição de poder internacional e regional que têm levado à sua erosão, com implicações sérias na transformação do contexto de segurança para Portugal, a Europa e o Atlântico Norte. Portugal é um dos fundadores da Aliança Atlântica cuja defesa é inseparável da aliança com os Estados Unidos e da Organização do Tratado do Atlântico Norte (NATO) e, como tal, tem a obrigação de contribuir para a preparação do novo Conceito Estratégico da NATO e para a definição das suas prioridades estratégicas perante a nova balança de poder internacional.

For more than a decade, the transatlantic community has faced a growing crisis resulting from the change in the distribution of international and regional power that has led to its erosion, with serious implications for the transformation of the security context for Portugal, Europe and the North Atlantic. Portugal is one of the founders of the Atlantic Alliance whose defense is inseparable from the alliance with the United States and the North Atlantic Treaty Organization (NATO) and, as such, has an obligation to contribute to the preparation of the new strategic concept of NATO and to defining its strategic priorities in the face of the new international balance of power.
