A collective originated in prisons in Brazil in the early 1990s, Primeiro Comando da Capital (PCC), is currently present in most penitentiary institutions and urban areas in São Paulo, Brazil. In previous research it was examined as a “movement,” mainly characterized by: (1) undefined beginning or ending; (2) absence of territorial boundaries; (3) inclusion of many different movements; (4) openness as to what can move with it. From this perspective, a new research phase was intended to aprehend all that PCC can be composed of, and revealed it is also a result of Justice processes, public security operations, current law, and state policies. This approach is used to describe how prisoners convert administrative acts and prison policies into “movement,” and also how such movements become incitements to prison management. The boundaries separating the inside from the outside of the prison thus become blurred.
