The successive failures and delays in obtaining a global and effective agreement on climate change are one of the distinguishing features of more than twenty years of climate negotiations. Several arguments have been invoked to explain these failures and the paper attempts to study the problem of time inconsistency, an element regularly downplayed and sometimes even ignored that, in our understanding, has contributed decisively to these failures.
