In this article, I reflect on the research infrastructure to inform cultural policies in Portugal, based on J. Mark Schuster’s model. I specifically address three of its components: the research department of the Ministry of Culture; the national statistics institute; and the cultural observatory. The analysis focuses on the period after 1996, when the Observatory of Cultural Activities (OAC) was created. This observatory was abolished in 2013. Based on an analysis of documentary sources, I conclude that the Ministry of Culture needs to pay greater attention to this infrastructure, in order to contribute effectively to inform the design and evaluation of cultural policies.
