The aim of this papere is to identify the main characteristics of the European Union's creation and development, in order to respond to the methodological problems it presents with the historical approach of the various treaties that regulate its genesis both in the European communities and in the Union itself European Union. The text proposes, using the inductive method where it is sought to make a critique referring to the participation of the States in the process of unification. The research is of theoretical-bibliographic nature following the descriptive-deductive method that instructed the analysis of the legislation, as well as the doctrine that informs the concepts of dogmatic order.
