Abstract

The qualitative research proposes a protocol methodology, which aims to strengthen the agency’s capacity for the effective management of projects in ex-combatants returned to the Department of Cauca, Colombia, settled in their new areas of group reincorporation, after the signing of the peace agreements between the Colombian State and the Revolutionary Armed Forces of Colombia (FARC) in 2016. The exercise is proposed from tools that enable the participation of factors involved, to provide alternatives that strengthen the development of the community of ex-combatants avoiding consequences such as incorporation into other groups outside the law, desertion from the process and its loss of legitimacy. In the exercise of diagnosis and realization of this route are exposed the difficulties and opportunities faced by management are presented as elements of agency capacity in the process of economic and social reintegration. The research, framed in the approach of capacities and the concept of agency of Amarthya Sen and Martha Nussbaum, the theory of constructivism according to the near development zone of Vigotsky and was transversal from the human rights education of the reincorporated in their exercise as new citizens. As a result, the methodological exercise that supports an information technology system that allows community actors, civil society and institutions to strengthen the agency’s capacity to manage projects in ex-combatants is proposed, in three phases: Contextualization, co-learning, Resignification and Feedback.
